Indigenous Participation Management
CIRV coordinates the delivery of Indigenous participation requirements across a project, keeping responsibilities, targets and evidence organised from commencement through to completion.
CIRV helps builders, contractors and project owners plan, manage, evidence and report genuine Indigenous participation across government, infrastructure and construction projects — and independently verifies that those outcomes are supportable and audit-ready.
From tender submission through to project completion, CIRV keeps Indigenous participation commitments organised, evidenced and defensible.
CIRV coordinates the delivery of Indigenous participation requirements across a project, keeping responsibilities, targets and evidence organised from commencement through to completion.
We help businesses present a credible Indigenous participation approach when bidding for government, infrastructure and major construction contracts.
We support the identification, engagement and coordination of genuine Indigenous businesses, subcontractors, workers and employment pathways.
CIRV collects and reviews supporting evidence, monitors performance against project commitments and prepares clear reports for clients, government agencies and principal contractors.
We independently verify Indigenous ownership, control, employment, expenditure and project participation to help protect clients from unsupported claims, reporting failures and black cladding risk.
CIRV works alongside delivery teams, procurement functions and project owners who need participation outcomes to be real, recorded and reportable — not assumed.
Service area: Victoria and Australia-wide.
CIRV is a 100% Aboriginal-owned Australian business, founded by Yorta Yorta man Hadyn Lugosi, and registered with Supply Nation. Indigenous participation is not a side offering — it is the whole practice.
Commitments are tracked against supporting evidence as work is delivered, so reporting is built from the record rather than reconstructed at the end of a project.
Independent verification of ownership, control, employment and expenditure helps clients avoid unsupported claims and the reputational exposure that follows them.
Reports are prepared for the people who will scrutinise them — clients, government agencies and principal contractors — in a form they can rely on.
CIRV works to the realities of construction and infrastructure delivery: real programmes, real subcontractors, real reporting deadlines.
Management and independent assurance are kept apart by policy, so verification carries the weight it is supposed to carry.
CIRV does not independently verify participation outcomes on projects where CIRV has directly managed the same work.
This maintains a clear separation between management and independent assurance. Where CIRV is engaged to manage participation delivery, verification is carried out by another party. Where CIRV is engaged to verify, we have not delivered the work being examined.
If you are unsure which engagement suits your project, tell us what stage you are at and we will advise on the appropriate scope.
Every project has different participation, reporting and assurance requirements. Contact CIRV for a tailored scope and fixed proposal.
